The cost background of Terra Hill is rooted in its acquisition history. The site, formerly known as Flynn Park, was acquired through a collective sale by public tender on July 28, 2021. Hoi Hup Realty & Sunway Developments secured the tender in September 2021 with a bid of SGD $371 million. This translates to a land cost of approximately SGD $1,355 per square foot per plot ratio (PSF PPR).


However, when accounting for the additional 7% bonus balcony space, the land rate adjusts to roughly $1,318 PSF PPR. The total price also includes a development charge of about $24 million to augment the plot ratio to 1.4, alongside another $16 million development charge for the extra 7% bonus gross floor area. After factoring in construction costs, financing, and overheads, the break-even point is estimated to be close to SGD $2,000 PSF, which sets the baseline for the selling price. Given that this is a freehold property and considering that other leasehold projects in the Rest of Central Region (RCR) are already commanding prices above $2,200 PSF, Terra Hill's pricing is positioned to reflect its value and rarity.
